Successful deployment of Intelligent Transport Systems requires a systematic approach that is reponsive to user needs, is consistent with national or international requirements for inter-operability of systems and equipment, recognises market opportunities and technology developments and recognises the need for integration with any previously installed “legacy” systems.

In parallel with the technical aspects of ITS project planning there are almost always organisational and institutional issues that need to be resolved.  The specific ITS development must be checked for its feasibility and desirability in the local context.
